| The Non Commissioned
Officers Association has been a leader in advocating improvements in benefits
for enlisted military personnel, retirees, veterans, and their families
for over 30 years.
NCOA has been instrumental in the development of the Montgomery GI Bill,
creating severance pay for enlisted members of the Armed Forces, providing
equity in hazardous duty pay for military personnel, TRICARE For Life,
Concurrent Receipt, fair unemployment compensation for ex-servicemembers,
and substantial pay raises with targeted pay raises for enlisted servicemembers.
Over the years, NCOA has made major strides in creating, improving, and
preserving military personnel and veterans benefits. In one of Washingtons most active programs, NCOA submits expert testimony to Congress on a wide range of personnel and quality of life issues. NCOA also submits testimony as an active member of The Military Coalition (TMC). Because legislative representation entails more than just lobbying Congress,
NCOA also maintains liaison with the White House, Departments of Defense,
Veterans Affairs, Transportation, Labor, and many other federal agencies
that administer programs affecting military personnel and veterans. The
Association works with these agencies to ensure laws are implemented and
policies are developed with equity for enlisted military personnel, retirees,
veterans, and their families. NCOA also encourages and facilitates the grassroots efforts of its members by providing the Legislative Action center, which can be accessed using the links on the left of this page.
